DISCUSSION AND OUTLOOK ---------------------- At 200 AM PDT (0900 UTC), the center of Hurricane Rachel was located near latitude 20.3 North, longitude 118.6 West. Rachel is moving toward the west near 8 mph (13 km/h). A westward to west-northwestward motion is expected during the next few days. Maximum sustained winds are near 85 mph (140 km/h) with higher gusts. Gradual weakening is forecast during the next 48 hours. Hurricane-force winds extend outward up to 40 miles (65 km) from the center and tropical-storm-force winds extend outward up to 150 miles (240 km). The estimated minimum central pressure is 976 mb (28.82 inches). HAZARDS AFFECTING LAND ---------------------- SURF: Swells generated by Rachel will continue to affect the coast of the Baja California Peninsula and portions of southern California for the next several days.
