DISCUSSION AND OUTLOOK ---------------------- At 1000 PM CDT (0300 UTC), the center of Tropical Depression Celia was located near latitude 12.2 North, longitude 93.9 West. The depression is moving toward the west near 9 mph (15 km/h) and a west-southwestward motion is expected over the next day or so followed by a gradual turn to the west-northwestward by Wednesday. Maximum sustained winds are near 30 mph (45 km/h) with higher gusts. Little strengthening is forecast during the next 48 hours followed by gradual intensification.
