DISCUSSION AND OUTLOOK ---------------------- At 200 AM PDT (0900 UTC), the center of Tropical Storm Howard was located near latitude 23.5 North, longitude 119.2 West. Howard is moving toward the northwest near 10 mph (17 km/h). A turn to the west-northwest is expected later today followed by a motion to the west on Thursday. Maximum sustained winds have decreased to near 65 mph (100 km/h) with higher gusts. Steady weakening is forecast during the next couple of days. Howard is forecast to become a remnant low by early Thursday. Tropical-storm-force winds extend outward up to 60 miles (95 km) from the center.
