DISCUSSION AND OUTLOOK ---------------------- At 900 PM MDT (0300 UTC), the center of Tropical Storm Celia was located near latitude 16.7 North, longitude 107.6 West. Celia is moving toward the west-northwest near 9 mph (15 km/h), and this general motion is expected to continue with some decrease in forward speed during the next few days. Maximum sustained winds are near 50 mph (85 km/h) with higher gusts. Strengthening is forecast during the next day or two, and Celia could become a hurricane late Friday or Saturday. The storm is expected to start weakening by Sunday. Tropical-storm-force winds extend outward up to 70 miles (110 km) from the center. The estimated minimum central pressure is 999 mb (29.50 inches). HAZARDS AFFECTING LAND ---------------------- SURF: Swells are affecting portions of the southwestern coast of Mexico and will spread northward to the southern Baja California peninsula and the coast of west-central Mexico on Friday and Saturday.
