DISCUSSION AND OUTLOOK ---------------------- At 200 PM PDT (2100 UTC), the center of Hurricane Howard was located near latitude 22.5 North, longitude 117.7 West. Howard is moving toward the west-northwest near 10 mph (17 km/h), and this general motion at a slightly slower forward speed is expected over the next few days. Maximum sustained winds have decreased to near 75 mph (120 km/h) with higher gusts. Steady weakening is forecast during the next couple of days. Howard is forecast to weaken to a tropical storm tonight, and become a remnant low by Thursday. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 60 miles (95 km).
